It is a show. Trump does not have the power of the purse. He may think he is a king, but maybe he is not....yet. Congress has the power of the purse. They determine spending. The senate has to confer on the amounts. McConnell is off of a long vacation. The senate is not doing anything. Trump cannot issue an EO doing that.
