The problem is that the signature is accepted unless and until you can provide evidence that Biden didn't know anything about it. The fact that Biden released a statement talking about the pardons would be prima facia evidence that he was aware of the pardons being issued.

"The issuance of these pardons should not be mistaken as an acknowledgement that any individual engaged in any wrongdoing, nor should acceptance be misconstrued as an admission of guilt for any offence," Mr Biden said in a statement.
