Barracks and berthing on ships doesn't have to be luxurious but it doesn't have to have leaking roofs, nonworking plumbing and electrical, mold, infestations, or other substandard shit that would get a landlord sued in the private sector. Food served should also be of reasonable quality not some shitbag crap scraped together.
