Your OP didn't specify who you were discussing. I assumed it was Obama since he refused to give military aid to Ukraine even after the Russians annexed Crimea. Didn't Trump actually release said aid? Be more clear next time.

He gave them plenty of military aid, just not missiles. He did not do it to help Russia. Trump does that.
Are you saying 230 armored humvees, night vision equipment, radar for mortar and medical equipment was for civilian use?
