Absolutely. That was tried back in the Reagan era. The Democrat promise at the time was they'd fund a secure border if amnesty was done. Amnesty happened and millions of illegals were given a path to citizenship. The Democrats balked at spending anything to secure the border in ensuing bills and more illegals poured in hoping they'd get amnesty too. In fact, the announcement that amnesty might be given caused a surge in illegal crossings with people hoping to get in before it went down.
