Why would the government need authority over medical practice? For example, the government sends people, those over 65, money every month. The government does not specify how they are to spend that money.

The same with welfare. Local/State governments give money to people who do not have enough. They do not specify exactly what that money has to be spent on. Some people live in an inexpensive room and spend the money on food. Others prefer to spend it on better living conditions.

The government can specify what medical practices it will pay for. That is not the same as having authority over medical practices.

For example, if a severe flu was expected to arrive soon the government could subsidize flu shots. It could also subsidize expenses for common illnesses such as diabetes and appendicitis and cancer. Things like broken arms and legs. Routine checkups including a blood workup.

I don't think a Constitutional change is necessary to subsidize flu shots. Why would they need to change anything if they decide to help people with their medical expenses?
 
If anyone tells you the government doesn't have the constitutional authority to offer health insurance, tell them to write their congressman and ask why he isn't submitting legislation to repeal Medicare.
