This is a bad idea. It will raise the cost of campaigns and make it impossible for minor party or independent candidates to win.

A California Top Two Primaries Act ballot proposition is on the June 8, 2010 ballot in California as a legislatively-referred constitutional amendment.

If approved by voters, the proposal will require that candidates run in a single primary open to all registered voters, with the top two vote-getters meeting in a runoff. The new system would take effect in the 2012 elections.[1]
 
This idea almost makes parties useless, since they will have no control over the quality
of their candidates in the general election.

I didn't realize we were voting on props on my birthday. Thanks.

Sounds like it needs to be passed. If those two don't like it, its bound to be good for the overall system.

I should rephrase. Its already pretty much impossible to win for a minor o third party candidate. This makes it nearly impossible for them to even participate in the general election.

dude, do NOT fall for that trap. That is a gambit if I've ever seen one. They want this amendment passed to avoid the TEA party movement from getting candidates in state offices.

if it goes to the top two regardless of party, then what difference does it make if a 3rd party is in the general?
