Blacks and hispanics get into trouble more than white folks thus there is a disparity. Damn those white people. We'll just stop suspending blacks and hispanics when they act up, but we'll be sure to punish any whites so we can close the disparity.

It says they'll examine the issues behind why they are suspended, and if it has to do with racism deal with that. You illogically state that the only reason behind this commission is that they want to make punishment less severe for minority children than what a comparable infraction would get amongst a white kid, which is clearly not the intent.
