A Sheriff has authority here

This is called "constitutional sheriff" ideology. The alt right used to try to control states, but now the most they can hope for is a counties, so have decided that is the highest authority of the land. The actual Constitution does not mention sheriffs, and the majority of the counties in the USA did not have a sheriff at the time of the Framing of the Constitution.

The only case law that puts sheriffs above the law is pre-Constitutional. The Constitution put all government under the law. Sheriff comes from the old English shire(county) reeve(representative of the King). They were in theory above the law, the same way the King was above the law.
