Of course he didn't... I am sure the individual parks all just decided this on their own. All at once they had the idea 'hey, we don't actually have people that work here, but lets try to barricade it just for shits and giggles'... yeah... that happened.

I believe the traffic cones were more about traffic control and keeping people safe since, you know, there aren't any rangers there.

And again - don't forget trash impacts from people pulling over into the viewing area. Who is going to pick it up if a lot of cars stop there?

But hey, if people can't manuveur between a couple cones, they have bigger issues.

these are not your Occupy Wall St people, so I doubt you have to worry about people littering so much that it blocks off viewing areas. Especially on a STATE road.

I heard Obama called the National Parks and reamed them a new one because one of those cones was off center and was not making a perfect line.
