No. You'll note that federal government hs no 'rights'. They certainly do not have to right to abdicate a duty, and then claim sole jurisdiction to execute that duty. If you choose to have that responsibility, you must choose to enforce it.
 
What many conservatives do not understand is that the 10th amendment works in conjunction with the 9th.

States have powers.... AND the Federal Government has powers. Controlling immigration is a FEDERAL power.

Actually creating a uniform code of naturalization is a legislative power. Immigration itself is not mentioned. Leaving such power to the states...

Of course, even with that concurrent laws can and do exist.

So you believe it's OK for the Federal Government to decide which laws they are to enforce and which ones they can ignore?
Does this now mean that they can also pick and choose which groups of people they can enforce laws on and which groups they can not enforce the same laws on?
