One of the tactics liberals like to use is to make false allegations against a conservative in power. Even when there's zero evidence the simple act of having to defend oneself takes time and treasure, and sometimes forces a resignation. We saw this with Palin most recently and I suspect the same tactic was used against Reagan's advisers.
