What happened in Syria most certainty gave the Russians fortitude to do what they are doing in Ukraine.

President Obama saw that the Syrian Government was using Chemical Weapons against its own citizens. Relying on decades of historical precedence he wrongly assumed that the Congress would back him up... he proceeded to get authority from Congress to do something about it.... (something Reagan did not do). The Republicans, reversing decades of precedence and arguments for supporting the type of action Obama wanted balked because they saw a chance at weakening President Obama (at the expense of America's creditability).

Putin saw that the Republicans are not going to allow Obama any military victory, so he figured, what the hell... Ill take Crimea, they wont let him do anything about it.

Iraq delivered Saturday night its arms declaration to the United Nations, a day ahead of the Dec. 8 deadline as set in UN Resolution 1441.

I remember when the above happened. The war protestors on our old forum were laughing about this 20,000+ page paper dump and saying this is something we'd do in America, bury the opponent in details.
