I don't know, but I imagine that part of it is that Tulsi wasn't his Director of National Intelligence back then. Also, a certain saying comes to mind:It's been almost 10 years. Why didn't he do something the first time around? That doesn't mean that Tulsi Gabbard's statements regarding Russiagate aren't accurate though.
A Lie Can Travel Halfway Around the World While the Truth Is Putting On Its Shoes
There has been information out there pointing out the truth for years now. One example, published back in 2022:

Siding With Ukraine’s Far-Right, US Sabotaged Zelensky’s Peace Mandate
In 2019, Zelensky was elected on an overwhelming mandate to make peace with Russia. As Stephen F. Cohen warned that year, the US chose to side with Ukraine’s far-right and fuel war.

The title of that article may suggest that it's just about the United States' and Ukraine, but Russiagate definitely factors in.
Tulsi will do whatever Daddy asks her to do in order to stay in his good graces following the split over Iran.
From what I've heard, it wasn't so much a split over Iran as a distortion on the media's part:

Tulsi Gabbard reacts after Trump said she was "wrong" about Iran
Tulsi Gabbard accused the media of distorting her congressional testimony after Trump said she was "wrong" about Iran's nuclear threat.

Mind you, I -don't- agree with the Trump Administration's decision to attack Iran. But that still doesn't take away from Tulsi's good work when it comes to Russiagate.
