Wagner was set up by two separate agencies of the Russian government according to Alexander Mercouris, Prigozhin was installed as figurehead, and does not control forces.

mercenaries......when you hire someone to kill and lie for you, you shouldn't be surprised if they stop lying for you when you stop paying them......
