He did indeed have 4 years to make some plans. Personally I think he would have stayed because they did not meet certain goals to trigger such a withdrawal. This is just "whataboutism" what we actually know is what Braindead did, he set an artificial deadline, ignored goals and standards set on the Taliban, and ran a desperate escape from Afghanistan and tried to take pride in the "most amount of desperate escape flights ever"... Which is a bit like the Titanic being proud of the "most ever deployed lifeboats" and claiming victory because of that.

When it was withdrawal time, he was allowed to board a U.S. plane and was deliberately brought to the U.S. where he was welcomed along with his family, given a place to live, and food/clothing/money to live on. You are off topic on the post you quoted here... Someone was trying to blame Biden's retreat from Afghanistan on Trump because he "made plans". It's absurd to pretend that Biden's desperate escape was Trump's fault 9 months into his pResidency.
