BTW, this particular city is run by the Federal Gov't... This is the one place he can deploy troops there.

This statute empowers the president to deploy U.S. military forces (including active-duty troops and federalized National Guard units) domestically to enforce federal laws, suppress insurrections, or address domestic violence under specific conditions—without needing state consent in all cases. It serves as the primary exception to the Posse Comitatus Act of 1878, which generally prohibits federal troops from engaging in civilian law enforcement.

Specifically § 252 applies in his argument, "Unlawful obstructions, combinations, or assemblages, or rebellion" make it "impracticable to enforce the laws" through ordinary judicial proceedings. Deploy troops without state consent to enforce federal laws or suppress rebellion. This has been interpreted to include cases where local officials fail or refuse to act, rendering enforcement impossible.

He did indeed have 4 years to make some plans. Personally I think he would have stayed because they did not meet certain goals to trigger such a withdrawal. This is just "whataboutism" what we actually know is what Braindead did, he set an artificial deadline, ignored goals and standards set on the Taliban, and ran a desperate escape from Afghanistan and tried to take pride in the "most amount of desperate escape flights ever"... Which is a bit like the Titanic being proud of the "most ever deployed lifeboats" and claiming victory because of that.

You are off topic on the post you quoted here... Someone was trying to blame Biden's retreat from Afghanistan on Trump because he "made plans". It's absurd to pretend that Biden's desperate escape was Trump's fault 9 months into his pResidency.
