We can either use the site as it exists the way the administrator built it and chooses to moderate it, or we can conform to both Robert's Rules of Order and the Rules of Debate on a site built to enforce them. Is it indeed possible to build such a site on the internet? To be honest, I don't know enough about programming to know if it's possible.

Acting like threats don’t matter because they’re just online is exactly how people excuse bad behavior. It seems harmless to me, but it's not unusual for people to see things differently. Over an internet discussion forum, I don't threaten anybody nor feel threatened by anybody. I'm okay with Damo's forum format or I wouldn't have joined. Still, that's just me.
