That's the only tricky part of this. The Founding Fathers themselves put down treasonous rebellions multiple time with federal forces, so the intent for that to be a legitimate federal power is clear. But it is touchy...hence the Posse Comitatus Act. In the absence of an actual Batman, mass armed confrontation seems the only remedy...but at the same time...no one cares because the local government is on the side of the traitors and they are only taking over a left-wing cesspool nobody wants.
