Secretary Duffy stated that if the rules had been followed, the driver would not have been operating the vehicle and three lives would have been saved.
Furthermore, Secretary Duffy announced a nationwide audit of state practices for issuing non-domiciled Commercial Driver's Licenses (CDLs) due to concerns about unqualified individuals obtaining licenses and creating safety risks
