They knew their back pay was guaranteed because a special act was passed, and they knew the "shutdown" would end eventually, so in essence they enjoyed a paid vacation.

Where's the "fear"?

The decision to pay back pay came AFTER the shutdown had started. It took days.

People fear:
not paying bills on time, fear electric cut off, cant pay for heating oil, etc in winter, cant pay college tuition for next semester, etc.
Not paying mortgage on time, foreclosure, cant pay rent, eviction, etc.
Not having health insurance to pay for family sickness/accidents
Not being able to have planned treatements and surgeries on time
Damage to credit rating
Not knowing how long it will go on.

Not knowing if jobs will be cut after possible re-negotiations.

Non-govt employees: Businesses and employees in businesses dependent on govt facilities, parks, bases etc:
Losing job
Losing income needed to to keep employees and maintain business
Business going under

Just a quick handful that could affect many people.

Even if you missed the dozens of representative interviews with laid off government workers over the past weeks, it's not surprising they meant nothing to you, as you are not sure of the value of any information in a discussion, lmao.
