Ideally said child would be found much earlier. I suppose in the instance you provided they'd be given a chance at citizenship. But that's not the norm from my understanding.
Anyone can register to vote if they want to commit at least one felony, driver's license or not.

The Deferred Action for Childhood Arrivals program, announced by Homeland Security Secretary Janet Napolitano in June, allows undocumented immigrants younger than 31 who were brought to this country illegally before they were 16 to apply for protection from deportation for a two-year renewable term. in those cases, yes.. they should.... But no, no one should just be allowed willy-nilly to cross the border or fly in from overseas..walk into the DMV and get a DL.. there needs to be a little more than just 'your on our soil, here's your DL'.. IMO
