She expressed anger over the nature and paucity of the files after she'd had them in her possession and announced their imminent release.

Incompetence.

When you think about it logically, there's no reason to expect the files weren't disposed of long ago, or moved to a location (or locations) beyond the reach of anyone interested in exposing them en masse.

Think of the leverage such evidence would give the possessor over the guilty - who were all supposedly powerful and influential individuals.
