In the real world, there is a tradeoff between overhead and fraud. If you run your store with no staff, just the honor system, then you will be robbed blind. If you hire a security force of thousands, they will be able to protect your store, but the overhead will be insane.

A very talented, detail oriented manager might be able to get around that tradeoff a little, but it would be difficult with such a low overhead. And of course no one in the trump administration is a detail oriented person.
