I'm not worried about the roof, I'm worried about the walls. When I say leak I'm not just talking about water, I'm talking about humidity, ambient temperature. I don't get rain water coming in through the roof.

There's a clue. It's your slab. The contractor probably omitted a moisture barrier under the concrete. So it's absorbed water from the ground and you have excessive humidity inside. Plus it's not insulated.

What you can do is use tar paper on the concrete, followed by polyethylene sheets, 6 mil, then pressure treated 2x4 sleepers 16" on center. 1-1/2" foam insulation between the sleepers, at least two-feet wide around the perimeter. Use deck screws to fasten a 3/4" OSB subfloor onto the sleepers.
 
icynene can get you about R4.9 to R7 per inch[R24 in a 2by 4 wall].it also helps with airtightness at the pesky corners and edges. spray it, trim it, cover it with drywall ,etc., or leave it exposed. it is pricey. now, please remit the consulting fee.
