I can remember times when a prosecutor would be upset about a guy getting off on charges so he would tell a police officer... hey follow that guy, I’ll bet he will commit another crime.

Nope. Mueller is focused on the crimes and those that are part of the overall crime plots. he is not fishing. Guy who was questioned a couple days ago said he was surprised how focused they were. He called it spear fishing.

police need reasonable suspicion to start an investigation. Are you claiming a prosecutor needs even less then that?
