Agreed on failure lead. Passing the buck to the Governors was just a ploy since Trump knew full well the States needed support and coordination with the Feds to provide an effective defense.

An example of Trump's duplicity is seen in his claim to let the Governors decide then let the Feds outbid the States for critical supplies needed at the WH.

I doubt the lines are drawn as clearly as you has put them.

The reality, IMO, is that Putin played on Trump's greed...and maybe a little blackmail video. In the end, Trump's actions weren't geared to attack the US for Russia but to serve Trump. Trump's greed is what caused him to lie about COVID. Trump's greed is what drove him to rally his fans and attack the Capitol, including his own VP.

I expect that at some point it will become convenient for Putin to throw Trump under the bus and appease Biden. This will be when Putin leaks the Trump videos and other intell which will forever burn Trump and possibly send him and/or his oldest children to prison.

Trump is the classic rich idiot who thinks he's the smartest guy in the room but who is being manipulated by people smarter than himself. Putin being one of them.
