Define "sensible trade policy". Tariffs = protectionism, a second resort to unequal trade relations. Better to just have fair trade relations by working with "global" nations for fair trade laws. Sure, pro-currency meaning you want the money you are given to be worth something. Duh.

OTOH, again, unequal trade relations is wrong. Japan dumping steel in the US to drive under the US steel industry was wrong. There are several solutions to such a problem with global trade laws being the best option, but time consuming to create and nuking a Japanese steel mill being a last option but with severe repercussions.

Tariffs, if used, should only be seen as a temporary measure until mutually satisfying solutions can be negotiated. They are a band-aid, not a final solution to the problem.
