I'm seriously dumb but he's making me look damn near genius. I suck at math but if you are breaking down taxpayers taxpayers are those who pay taxes or are registered to pay taxes. Obviously not all people registered to pay taxes actually have to pay them hence the huge disparity between the top 50% and bottom 50% in terms of percentages paid. Pretty simple.

It's counter-intuitive, but one not necessarily need to "pay" taxes to be a taxpayer. You could very easily work a for a year at the bottom bracket and receive all of your payroll taxes back when you get your refund. You are a "taxpayer" for the purposes of the above graph, even though you receive all of your paid taxes back.

Top 1% pay 39% of all income tax (actually closer to 40).
Top 50% pay 97% of all income tax.
Bottom 50% pay 3% of all income tax.
97%+3%= 100%

The percentage of income taxes paid by each quintile, decile or what have you is a disingenuous argument, because income taxes are only one of the taxes paid by citizens. You have to look at the total tax burden, including payroll taxes, sales taxes, gasoline, property, excise, and any other taxes, like virginia'ds personal property tax on autos. AND thern you have to compare the total tax burdens of each group to its share of the total national income and to each group's share of the total national wealth under its control. Do the research and the math and I believe you'll find that the top 1% is paying less than their fair share of the tax burden. After all, they aren't taxed at the same rate for capital gains income as are those whose income is solely derived from their labor. In fact, t he Bush tax cuts favored the top because they were almost exclsively tsrgeted at unearned income.
