A Texas city on Wednesday agreed to a $175,000 settlement with passengers on one of President Joe Biden’s campaign buses in 2020, including Democrat Wendy Davis, who accused police of ignoring their calls for help after a caravan of Donald Trump supporters surrounded them on a highway.

The episode took place days before the November election as the bus approached Austin. Video that circulated widely on social media at the time showed trucks with large Trump flags driving close to the bus, which had campaign surrogates and staffers on board but not the candidates.

A lawsuit filed by Davis, a former state senator who ran for Texas governor in 2014, and the other passengers accused San Marcos police of ignoring “acts of violent political intimidation” and abdicating their responsibility by not sending an escort despite multiple 911 calls made from the bus. Under the settlement, the City of San Marcos also agreed to give officers additional training that includes principles of giving “individuals a voice” and being neutral in decision-making....

...Legal documents state John Kelley and his wife Mary were driving after dinner with their three children in San Marcos, when they got into an argument. The Kelley’s attorney said their children are also deaf.

According to the lawsuit, John got out of the car and walked away. The lawsuit says she pulled into a parking lot where John was, when they both were stopped by San Marcos police.

Police were called out for a domestic violence incident, but the Kelley’s said it was a total misunderstanding. They’re both deaf, and were arguing via sign language — and said it may have looked aggressive.

John tried to communicate his deafness, and was tasered by two officers, the lawsuit reads.

“I just told them that I was deaf,” John said. “I verbally said that, I was signing this, I am deaf. And then they instantly, just tasered me.”

San Marcos city officials have offered yet another explanation as to why a police department sergeant was returned to duty late last year without being investigated internally for causing a fatal car crash.

Sgt. Ryan Hartman was brought back from administrative leave on Dec. 1, nearly six months after the F-250 truck he was driving off duty ran a stop sign near State Highway 130 in Lockhart and plowed into a Honda Accord, killing its passenger, Jennifer Miller, and critically injuring its driver, her life-partner Pam Watts.

Hartman later admitted that a partially full double-size 24-ounce can of Dos Equis beer found among the debris of the wrecked truck belonged to him....
