It's "allowed" because the courts wanted districts created that would elect people of color. It's not just "allowed" nowadays it's very often court enforced.

He has the authority to arrest them in Texas. If they don't return to Texas they have abandoned their jobs and can be replaced. Do you think they will never return to their homes.
