Texas decided to use windmills that were not protected from ice and cold weather. Sweden doe not have to do that. The problem was caused by Texas energy rules, not faulty wind energy.

Even without Biden, the government would be trying to help Texas. People try to do good jobs. Biden is an honest, good person, who is trying his best to lead these people trying to do good jobs. He is far from perfect, but he is trying to do his best.
If you want to be cynical about it, then if Democrats improve Texas, they will reap the political rewards from that. Better yet, the toes they will have to step on to improve Texas, the big corporations trying to suck as much money as possible out of the people of Texas, are all strong Republicans. Democrats do not have to lose any support, and could gain a lot.
