ME: outstanding, when can I call my lawyer for being arrested without committing a crime?

You can't arrest someone for not providing an ID or their name if you're initiating a consensual contact.

You cannot, without cause, make someone produce proof of their legal status...that is a far cry from arresting someone who was found to be here illegally AFTER a just cause encounter.

Foreigners and US citizens in our country are required by law to carry identification. If they are here legally they should also have easy access to a valid passport issued by their governments and the appropriate visa issued by a United States Embassy or Consulate.

The Law:

Travel to/from/between Freely Associated States: U.S. citizens or nationals may be required to carry a valid U.S. Passport, Birth Certificate or naturalization papers as proof of citizenship to enter any of the Freely Associated States. Foreign nationals must have valid passports issued by their respective governments and any applicable visas, and should review the entry requirements for the applicable country.

please provide your cite for this particular law, because the last that I hear, the US supreme court has said that people have the absolute right to freedom of travel interstate....no papers necessary.

Each state has the right to make law regarding their state with regards to having picture identification. The age you are required to have such ID may vary by state. Below were easily found google searches that could have satisfied your curiosity ~~~

Dear Ice D, you didn't post anything I didn't already know. The stop and identify statutes are not a requirement for a picture ID, but a requirement to identify yourself when necessary. That can be either a picture ID, a utility bill with your name and address on it, or you can even just state your name and address and/or birthdate to the officer. I do appreciate the travel links though. That's some good info to have.
