Al Qaeda had everything to do with 911, and al Qaeda were in both Iraq and Afghanistan. Bush launched a "war on terrorism" which became the 'War on Terror'.

The term was originally used with a particular focus on countries associated with al Qaeda. Bush included anyone that gave refuge to terrorists or helped them in any way.

Bush's War on Terror was waged against terrorists around the world and those that housed or supported them. Saddam Hussein had been supporting and sponsoring terrorism for years before 911.
