It is amazing both that humans are so resilient and flexible in some cases and so easy to kill in others.
Agreed. Part of the problem is related to the problems we have with public schools: most funding is local. If a section of a city is a ghetto, the tax revenue would be mostly from Slumlords. Therefore, there is little money to pay for schools, police, infrastructure, etc. The city as a whole will kick in a minimum as will the State, but those vary by municipality and state.
Likewise, if a city has a gang problem, it's their problem. Depending upon the state, they can receive help. What shouldn't ever happen, IMO, is for a city to push a local problem such as gangs or schools onto the nation as a whole.
IMO, the better solution is to put more State and Federal funding into both schools and businesses. Both the State and the Feds would generate more tax revenue in return. It is in the best interests of both States and the Feds to maximize the potential of all citizens to increase tax revenue instead of setting them up to be tax liabilities.

My dad grew up in a lower income Polish neighborhood in Portchester, NY.
He had no hot water, no telephone, no A/C, no central heat, no TV, in a 1 room studio apartment, with a family of 4.
But, crime was low.
Actually, the crime had risen, when the Blacks came in, even though arguably the standards of living also increased then, due to regulations & wealth generation.
By the 1980's, everyone in the formerly Polish now Black neighborhood had central heat, and hot water, telephones, TV's etc. etc.
But, the Blacks had shoot outs at night by the apartments, and they jumped & robbed my Polish American Uncle, a Vietnam Veteran & Purple Heart.
Long story, short.
My Polish American father also a Vietnam Veteran, ended up getting his Masters degree in Teaching.
By the 1990's by being a teacher in a Kid's prison, he took home 90,000 dollars a year.
So, of course, he moved up the ladder to the suburbs.

I often think back to the time she left the campaign trail back in 16 so she could go give a 1 hour speech to one of the big wall street investment banks and got paid a half a million dollars for her time. Thats gotta be some real tough duty right there I tell ya. I dont know how the poor woman managed. I mean really,....1 hour speech,..... and all she got was a lousy little half a mill for that. What a true humanitarian.
Oh,.... and that 500,000. Im sure the investment bank wanted nothing from her at all in return when she became president. Naw,.... nothing sleazy going on there at all.

For real! One of the best things you can say about our species is we excel at figuring out what will kill us, and designing defenses to stop that. Our bodies -- as do all the bodies of every species we share life with here -- do the same. That's why we are still here. Isn't that super cool? If I had it to do over again, I would have studied something like microbiology, virology, genetics, and/or the life sciences for a career.
