I don't have a problem with rich people in general. But if they're paying their employees so little that they need food stamps, housing subsidies and Medicaid... then guess what? A minimum of 1/6th the salary his/her respective company's top earner.
And, especially in a highly competitive market, a lack of education and a need to generate income force you to work for such a company.

How much should s low level employee be paid? If they are working full time, they should be paid enough to live a modest life and raise a family one one to 1 1/2 incomes. Two full time incomes should allow even low level workers to have a little money in the bank and be able to afford a few niceties... like taking their kids on a modest vacation once a year.
If you're looking for an exact number, you ain't gonna get one...because it varies from one region to the next and it varies on the cost if living.
