Republicans maintained control of the house due to Gerrymandering at the State level which gives rural districst disproportionate representation so your argument doesn't hold water. The likely hood that Republicans resume control of the Senate in 2014 are slim at best.Teabaggers won't .. republicans will .. AND, they will still hold onto the House.

That's total nonsense and the voting rights act has nothing to do with it. Republican State houses have gerrmandered districts so that they disproportionately favor rural districts.I hear people talk about the Democrats got a million more votes for the House but that's without fully looking at the reasoning behind it. For example, in California our primary system it's not longer just R vs. D it's the top two vote getters. So we had two Democrats running against each other. Therefore you had Republicans voting for a Democrat who normally wouldn't. That alone doesn't make up the million vote difference but it plays a role in it.
And if you don't like the urban vs. rural vote setup change the Voting Rights Act. In order to 'protect' minority voters they get bunched together. Let them be more spread out and you'll see more Democratic votes in those non urban areas.

Here in Ohio Cleveland/Columbus/Cincinnati/Dayton & Toledo metro areas represent 2/3rd of the population of the State but of the State's 18 representatives only 7 of them are apportioned to those metropolitan areas representing 2/3rd's of the States population while the remaining 11 are apportioned to rural districts representing only 1/3 of the States population so you are factually wrong.
