That's total nonsense and the voting rights act has nothing to do with it. Republican State houses have gerrmandered districts so that they disproportionately favor rural districts.
Here in Ohio Cleveland/Columbus/Cincinnati/Dayton & Toledo metro areas represent 2/3rd of the population of the State but of the State's 18 representatives only 7 of them are apportioned to those metropolitan areas representing 2/3rd's of the States population while the remaining 11 are apportioned to rural districts representing only 1/3 of the States population so you are factually wrong.
