No, he is right. Those that get the dollars first are spending dollars that inflation has yet to diminish the value. Once they spend them and they circulate in the market they begin to bid up prices or cause inflation.

The military industrial complex and banks get the money before it's value has been diminished and those at the lower ends (i.e., labor) usually get a fully depreciated dollar.

But it does eventually catch up to them, even if they are not the first to feel the effects.
