Texas is not a constitutional carry state. You still need a permit to carry. And was that Walmart a gun free zone? Seems likely.

Texas is a shall-issue state. If a person requests permit to carry,they will get it. They also have the castle law meaning if you claim to be threatened you can fire away.
Perhaps the shooter can use that to get off. Trump made him feel threatened by immigrants, so he is defending himself.
