This took me about 4 minutes, I shall have to try this on some young children.

Hmmm.....it can't be a math problem, because preschool kids wouldn't solve it. Evidently, the pattern is so obvious, the more you try to read into it...the longer it takes to solve.

I've been staring for about 5 minutes, and see no pattern
 
I see the pattern. But I don't want to post the answer or I may give it away...

Well, that doesn't matter now. The answer is 2.
 
1111 = 0
2222 = 0
3333 = 0
5555 = 0
7777 = 0

6666 = 4 (i.e 6 = 1)

9313 = 1

1's and 3's are place holders for 0's, so 9 must be a 1 (durrr)

8193 = 3 (2 + 0 + 1 + 0)

etc
 
I WAS RIGHT! the ends justify the means. I also didn't really devote much time to it. (unless damo is also wrong and the answer isn't 2)
 
ok i am right... the pattern fits with every number. soooooo unless it's a total coincidence that the cipher works when you plug it in in every spot, i dont' know O_o
 
dude seriously.... my erroneous solution works for EVERY number on there ..

how is that possible O_O

how are [x] correlated with such a cipher...
