But the deaths of many thousands of people would be too: it is simply not possible to thoroughly insulate an economy from the impact of a pandemic of this kind.”

The real point is Trump is gauging what will be most beneficial to his election chances. If he thinks opening it all up will help him, he will do it. In how many ways does trump have to show Americans that citizens are collateral damage in Trump's war against the truth, the press and the election. His concentration is on timing. How much delay does have between opening the economy and people dying? As deaths go far beyond his predictions. he will just change them and say he knew that all the time and it would have been much worse if he did not act so swiftly. Except that is not what he did.
A real president would have done the right thing from the beginning and concentrated on ending the spread. Trump filtered it through his election chances from the beginning. He is still is doing that.
