According to the DOD, only officers paid for their uniforms, but the funds for those uniforms came out of an allowance that was given to the officer.
Well, as I understand it, the whole reason ATC's were fired by Reagan was because they were striking for higher pay.
I don't know what the average ATC's salary was in the 1980's, but I'm pretty sure it didn't reach six figures.
