I suspect he's using the DOJ the same way he used Cohen and other shysters -- to bully, to intimidate, to censor, to punish. The intent isn't to win a case. it is not hyperbole to say Trump wants those who work for him to reflect the voters he most prizes. That is people who he thinks are stupid and pliable and with no morals.

So Trump hired completely inexperienced lawyers to handle them. The results were predictable. They will not get better if he tries to charge them again.
