It is the real world. No one is going to invest when trump is changing his mind several times a day. These investments take decades to payoff, and cannot be changed every time trump has a temper tantrum.

trump said in December he would have tariffs against China, but no mention of tariffs against Mexico. So a business might invest in a factory in Mexico to supply factories in the USA. Then in January, trump decided 25% tariffs on Mexico, and 10% tariffs on China. So a business has to try to find another place to put the factory. Then in February, it was 0% tariffs on Mexico, but it will be redecided in March...

The smart thing to do right now is hold off on any investment. It will be destructive to the economy, but that is the cost of trump's temper tantrums.
