Storm oil is oil used to calm an area of water. It has been claimed that it has been used to calm seas to facilitate rescues. Oil was usually carried in a bag which would be released onto the water or in a container which would slowly deploy the oil.

Joe DiGenova lost all creditably on this one. Shaming criminals too big to punish is nothing more than television dripping oil on troubled waters for not putting them in prison for treason.
WND reported former U.S. attorney Joe DiGenova said the public shouldn't worry about whether or not charges are filed against Obama and Biden.
"Shaming" them will undoubtedly happen, with or without charges, he argued in an interview with Boston radio host Howie Carr.
"I happen to believe that the public shaming of former President Obama and Vice President Biden is far more important than indicting them," he said.

For at least three years every piece of scum knew that most Americans saw the truth of the matter. Longer than three years if you begin with Benghazi.
Obama & Company never exhibited any shame in the past because they are shameless; so why expect it now? DiGenova surely knows that jail time is what they fear more than pretending shame for the public’s benefit. The whole copout smells like FOX’s paymaster ordered it —— if not FOX than AG Barr surely had a hand in it to salvage his own reputation.
