I don't think that was the bomb. The video clearly showed the detonation coming from the base of the building and behind the crowd. Had that been the bomb more runners would have been seriously injured.
That was the bomb and the runners were seriously injured.

The bomber could have been modified to make the blast more directional like a shaped charge.

There's no evidence of this, and a shaped charge is pretty pointless in this usage anyways.

I don't think so. The way I've heard that the person in question was captured on video putting a bag down and was on his cell phone. The capture was about an hour before the explosions.
