Why would any President refer to himself as "The president"? It sounds like no President said that.

I am betting I got it right. If you think I am wrong, show a reputable link to some President saying it. Remember, saying someone other than a President of the USA said it would be admitting I got it right.
 
So I was right, no President said it. In fact, no one said it. It is close to what the Obama Administration said, but not exact.

The Libyan No Fly Zone was arguably not a war. We have had soldiers patrolling the Korean border for 70+ years now, long past the 60 days combat limit, but it does not count, because it is not full combat. That could be argued to go more for Libya, because there were no ground forces.
