Foreign students overwhelmingly pay the full tuition rate which ends up subsidizing all the US students who also attend.
If you want Harvard to let in more US citizens the path to that is to increase foreign students, and use that surplus cash to continually expand the university enrollment for US students.
This is why people like you should not comment on business. Suggesting that getting rid of the most profitable piece of Harvard's business (and yes they are also a business), is the smart way to grow the less profitable parts, is the thing someone says who has no clue how business work.
