From a national security perspective, you are breaking the chain of custody. This plane was outside American control, and you have no way of knowing who actually had access to this plane.
A luxury jumbo jet is obviously not intended to ferry National Park Service or Department of Agriculture staff around the country. It's obviously intended for use by officials at the highest levels of the US government.

The gift was turned over to the National Archives, the customary procedure for such gifts which are commonly received from foreign dignitaries to Presidents and their wives.
He "explains" the plane is a gift to the Defense Department, not to himself, but after his term expires it will become the property of his presidential library. If that's true, Trump's "library" will be receiving a jumbo jet airplane as a gift from the Defense Department, a violation of federal law if there ever was one.
