Remove federal funds that aren't state specific and see what happens. That is, remove defense spending, spending on Indian tribes, federal parks, monuments, land, etc. All of that is something a state cannot control. When you do that suddenly it's blue states that are the most dependent.
I don't give a damn about the skin color of who it affects. And Illegal from Poland with White-Skin, causes all the same problems as an illegal from Haiti with black-skin.
